Normalizes a user-supplied encoding label to one TextDecoder accepts.
Unknown labels pass through unchanged so TextDecoder reports the error
itself. Labels are matched case-insensitively with '_' and '-' ignored,
mirroring how DXF code page names arrive in mixed forms.
